To create a new layer within a service, make sure you have access to create. If not, contact an administrator.
Begin by clicking the designated Service where the new layer will be added to.
There are two methods to create a new layer.
Click the Leaf Icon on the Layers toolbar.
A modal will appear. Either upload an existing layer or create a new one. Optional: Fill out fields.

2. Right click on Service. Click 'Add Layer'
