First, you will need permission from an administrator to give access to the layer. If you have those permissions, you can easily share the layer and manage permissions for other users.*
*By modifying the layer, other layers under the same service will have different settings. To change entire service settings, see "Sharing Service Permission."

Under the Layers Pane, right click the layer name and select Manage Security

OR select the layer and under the Properties Tab, click the Manage Security lock icon

A Manage Security modal will appear

Select an entire group, or select individual users, to change their permissions for the layer. After selecting users/groups, the permissions settings will appear.

Click the drop downs to change settings.

Setting Descriptions
Default:
User has default settings according to which groups/organizations they are in
No: User does not have access.
Yes: User has access.

When giving access to users, be cognizant of what they have access to modify.

It is recommended to not give users access to delete anything.

Click 'Done' when completed.
